This is what i believe to be a Radio face with mounting plate for a 1984 Kawasaki Voyager VN1300. I highly encourage you to reference the tape measure photos to ensure fitment before purchase. This item is in good condition for being almost 40 years old, it could use a deep clean but only has very minor imperfections. This would be cool on an original bike or make a great gift for a collector.
